Extra letters removed from thirteen clues prior to solving give the name of the 1, while clashes produced by crossing entries in eleven cells indicate 28 which the 1 refers to: the 28 should be indicated in the grid by their first and final letters. In the filled grid, solvers must show the approximate 19 by drawing a line passing through cells containing the 28. One of the 28 omits an article, and another incorporates an abbreviation. Enumerations refer to entry lengths. Chambers 2016 is the primary reference.
